Police Grills SCDP GM Over FCFA 1,375 Million - Zibb.com

Since Monday, September 29, panic and anxiety have gripped the National Petroleum Distribution Company, SCDP, following the interrogation of the company's General Manager, GM, Jean Baptiste Nguini Effa.

Police had, September 26, grilled the GM at the Judicial Police headquarters in Yaounde.

He was reportedly interrogated in connection with huge deficits discovered in the company's accounts by an audit team from the Higher State Control.

Many close collaborators of the GM are said to be panicking over the prospect that they might also be arrested over the alleged embezzlement.In addition, those workers who have been benefiting from various favours or advantages just because Nguini Effa is GM are said to be nervous about their future in the company.

Audit Report

According to Le Messager of September 29, edition (No. 2707) the team which audited the 2005 and 2006 accounts of SCDP, reportedly discovered that FCFA 775 million and FCFA 600 million respectively had disappeared.

The rumour mill had since gone full blast, screeching that Nguini Effa was about to be arrested in the "Operation Sparrow Hawk" anti-corruption probe.However, this time around, it turned out to be true, as Le Messager carried a lead story which confirmed that the police interrogated the SCDP boss.

The Post learnt that by the time of the audit, the company's 2007 account was allegedly not ready, and so could not be audited.Whatever the case, observers are just imagining how huge the amount of pilfered money could be, after auditing of the petroleum company's account, after long years under Nguini Effa.

7 Others Interrogated

The Post learnt that before Nguini Effa was interrogated, some seven senior personnel of the company had been separately summoned to the headquarters of the Judicial Police in August, for interrogation.

The summons was in connection to the Higher State Control report. Those interrogated, including the company's auditors, were mostly from the Finance Department.At the SCDP headquarters near "Carrefour Agip," the interrogation, according to reports, was never discussed during internal meetings.

Some close collaborators of Nguini Effa, at one point, were quoted to have threatened some unnamed personnel of the company, whom they said were leaking out documents to the press as well as to the police.

The claim, as expected, further scared many workers of the company from discussing the issue of alleged embezzlement, while at work.Things got to a point where many workers of the company would not want to stand in public with a journalist, even if it was a family member or friend.

Worldwide demand to grow 7.5% per year through 2012

The global market for private contract security services is forecast to advance by 7.5 percent per annum through 2012 to $195 billion. Gains will be driven by a generally healthy global economy, rising urbanization, and heightened fears of domestic crime and terrorism in many countries. The maturity of most developed country security markets will also constrain future increases in demand.

Contract guarding will remain the largest segment of the market, accounting for more than 40 percent of total revenues. Especially favorable prospects exist for services such as systems integration and consulting, which benefit from the transition from manned to electronic security modalities. By contrast, the private prison management industry has suffered a dramatic reversal of fortunes since the late 1990s, as rising opposition to the privatization of correctional facilities has taken it from the fastest to one of the slowest growing security service segments. Indeed, prison management contracts with private firms have been revoked in countries from Canada to New Zealand, with the state resuming control.

Developing regions to offer best growth prospects

The strongest gains will be registered in developing parts of Asia, Eastern Europe, Africa and the Middle East, and Latin America. Security markets in these areas are, for the most part, underdeveloped, and demand will be fueled by generally strong economic environments, new business formation and foreign investment activity, increased urbanization (contributing to social tensions and criminal activity), and growing middle and upper class populations. As a result, these developing regions will increasingly have both the need for and means to invest in security services. China, India, Russia and Brazil are forecast to record some of the most robust sales increases. The US will remain the largest single consumer of private contract security services, accounting for 30 percent of all demand. Advances will trail the global average by a wide margin as alarm monitoring and prison management markets continue to mature, although the rebound in building construction will provide some support.

Commercial & industrial markets to dominate

The commercial and industrial security service market is by far the largest. The dominance of this market reflects its size, potential for loss and availability of significant resources for protective purposes. John C. Grimberg Co., Inc., Rockville, Md.; The Haskell Co., Jacksonville, Fla.; Hourigan Construction Corp., Richmond, Va.; Archer Western, Chicago, Ill.; and M.A., Mortenson, Minneapolis, Minn., were each awarded an indefinite delivery indefinite quantity multiple award construction contract on Sept, 30, 2008, for administrative construction type projects at Navy and Marine Corps installations within the NAVFAC Mid-Atlantic area of responsibility, including Maine, N.H., N.Y., N.J., Pa., R.I., Conn., Mass., Vt., Del., N.C., Va., and W.Va. The work to be performed provides for new construction, demolition, alteration repair, for administrative buildings, systems and infrastructure and may include civil, structural, mechanical, electrical, and communication systems. The maximum dollar value for all five contracts combined is $450,000,000. John C. Grimberg is being awarded task order #0001 at $7,950,000 for interior/exterior repairs to Building 705 and 706 at Norfolk Naval Shipyard, Portsmouth, Va. Work for this task order is expected to be completed by Dec. 2009. The task order also contains one unexercised option, which if exercised would increase the cumulative value of the task order to $8,350,000. All work on this contract will be performed at various Navy and Marine Corps facilities in the Hampton Roads area (80 percent), North East area (10 percent), and N.C., area (10 percent). The term of the contract is not to exceed 60 months, with an expected completion date of Sept. 2013. Contract funds for task order #0001 will not expire at the end of Fiscal Year 2008. This contract was competitively procured via the Navy Electronic Commerce Online website, with 17 proposals received. These five contractors may compete for task orders under the terms and conditions of the awarded contract. The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Va., is the contracting activity (N40085-08-D-9736/9737/9738/9739/9740).

Pacific Program-Design Management Services J/V, Pasadena, Calif., was awarded a firm fixed price, indefinite delivery indefinite quantity architect/engineer contract with a maximum amount of $100,000,000 for Program Support Services for various projects covered by the Defense Policy Review Initiative and other projects in the NAVFAC Pacific area of responsibility. The work to be performed provides for program management support services, design management support services and other support services including, but not limited to, planning support, Geographical Information System support, surveying support, real estate support and environmental support. Task Order #0001 at $5,285,840 to provide support to NAVFAC Pacific in managing the DPRI program and other projects under the cognizance of NAVFAC Pacific at Pearl Harbor, Hawaii, was awarded. Work for this task order is expected to be completed by Sept. 2009. Contract funds in the amount of $5,285,840 expired at the end of Fiscal Year 2008. The primary project locations for work on this contract are in Guam, (80 percent), Hawaii, (10 percent), and may include work in the Commonwealth of the Northern Marianas Islands, (7 percent), and locations anywhere in the Pacific and Indian Oceans (NAVFAC Pacific's AOR) (3 percent), and is expected to be completed by Sept. 2013. This contract was competitively procured via the Navy Electronic Commerce Online website, with six proposals received. The Naval Facilities Engineering Command, Pacific, Pearl Harbor, Hawaii, is the contracting activity (N62742-08-D-0009).

Forrester Construction Co., Rockville, Md., was awarded a $63,046,000 firm fixed price contract on Sept. 30, 2009, for the modernization of Building W200 at the Washington Navy Yard. The work to be performed provides for the full building renovation and modernization of Building W200 including programming, design, base building renovations, and fit out of all tenant spaces, relocating the Naval Criminal Investigative Service to temporary swing space, demolishing elevated crosswalk to Building 219, and the addition of 240 parking spaces to Garage 405. The existing building consists of 21,461 gross square meters of primarily office space, teaching spaces, and storage spaces. The total area for this facility at the conclusion of renovations will provide 25,983 gross square meters in Building W200 of primarily office space. The contractor will provide all project management, labor, supervision, tools, materials, equipment and transportation necessary to perform the requirements. Work will be performed in Wash., D.C., and is expected to be completed by Oct. 2010. Contract funds in the amount of $17,120,940 will expire at the end of Fiscal Year 2008. This contract was competitively procured via the Navy Electronic Commerce Online website with three proposals received. The Naval Facilities Engineering Command, Washington, Wash., D.C., is the contracting activity (N40080-08-C-0029).

Shingle Springs Tribal Gaming Authority Secures Financing - Zibb.com

Lakes Entertainment announced that the Shingle Springs Tribal Gaming Authority, an affiliate of the Shingle Springs Band of Miwok Indians, closed on the $77 million FF&E financing for the Red Hawk Casino.

Bank of America was lead arranger in the transaction, which closed on September 30.

"We are very pleased to have closed on this last part of funding for the Red Hawk Casino project given the very volatile and uncertain financial markets," said Lakes' President and Chief Financial Officer Tim Cope. "We believe the strength and progress of the project played a large role in securing this financing in these challenging times."

The proceeds from the financing arrangement will be primarily used to purchase the various components of furniture, furnishings and equipment necessary to complete the Red Hawk Casino project, which is on budget and on schedule to open by year end.

Lakes Entertainment currently has development and management or financing agreements with four separate Tribes for casino operations in Michigan, California, and Oklahoma, for a total of five separate casino sites. Lakes is currently managing the Cimarron Casino for the Iowa Tribe of Oklahoma and the Four Winds Casino Resort for the Pokagon Band of Potawatomi Indians. Lakes is also involved in other business activities, including possible development of a company owned casino resort project in Vicksburg, Mississippi and the development of new table games for licensing to Tribal and non-Tribal casinos.
