DELAHUNT SPONSORS LANDMARK RENEWABLE ENERGY INITITIATIVES

"Feed-in-Tariff" and International Renewable Energy Agency Will Boost US as Leader in Clean Energy

WASHINGTON, DC - Four House members today filed legislation that would provide much-needed investment security in the renewable-energy sector. U.S. Reps. Jay Inslee (D-Wash.), Bill Delahunt (D-Mass.), Jim McDermott (D-Wash.) and Mike Honda (D-Calif.) introduced the Renewable Energy Jobs and Security Act, which would provide guaranteed renewable-energy payments to small and mid-sized clean-energy suppliers up to 20 MW in size, which is the amount of power produced by about 10 wind turbines.

Modeled after a successful German policy called a feed-in tariff, the measure has three main components designed to provide long-term investment security: guaranteed interconnection to the grid; long-term, fixed-rate contracts with electric utilities; and, a rate-recovery program through a regional cost-sharing commission to minimize the impact on consumers. Beyond creating secure investment opportunities for small, distributed-scale renewable electricity generators many of whom do not benefit from existing tax incentives; it also would help utilities in states like Washington meet renewable energy purchase obligations.

"It is time for the United States to take a leadership role in the new 'clean energy' economy," Delahunt said. By giving our own consumers access to proven financial incentives and boosting demand for clean energy technology we can position the United States to become a world leader in this emerging sector of the global economy that has the potential to create thousands of new 'green-collar' jobs here at home."

"The cost of inaction on global warming extends well beyond the serious ecologic and human-health impacts that already are taking a toll on our environment," Inslee said this morning during a hearing in the House Energy and Commerce Subcommittee on Energy and Air Quality. "There also is an opportunity cost if we fail to help America's brightest entrepreneurs quench the public demand for clean-energy technologies here in the U.S.

He continued: "With hundreds of billions of dollars in capital slated for investment in the clean-energy sector in coming decades, we'd be fools if we didn't ensure American manufacturers would be on the receiving end of this rapidly growing market."

The feed-in tariff enacted in Germany in 2003 has helped the European nation achieve 55 percent of the world's installed solar capacity, provide 14 percent of its electricity supply from renewable sources and create at least 140,000 jobs. Similar policies also have been adopted by France, Spain and over 40 other countries, provinces and states.

In the United States, measures that would enact such a system already have been proposed or considered in over a dozen states. Enacting a federal renewable-energy payments policy would streamline what could become a patchwork regulatory structure and an unstable investment climate for the U.S. domestic renewable energy market. It also would complement incentives for renewable-energy deployment, such as existing federal-tax credits as well as proposed plans to cap carbon emissions and set federal renewable-electricity requirements, among others.

Under the Renewable Energy Jobs and Security Act, the Federal Energy Regulation Commission would set technology-specific prices that utilities would pay renewable-energy suppliers with up to 20 MW of capacity. Prices would be reduced incrementally every two years over a two-decade span, with the goal of reaching or approaching market rate.

The legislation has been endorsed by over 80 non-governmental organizations, renewable-energy companies and clean-energy investors. It is expected to be referred to the House Energy and Commerce Committee. A companion measure has not yet been introduced in the Senate.

In addition, Delahunt recently joined with Congressman Ed Markey (D-MA) and Congressman Lamar Smith (R-TX) in calling for the creation of the International Renewable Energy Agency (IRENA), to promote the widespread adoption of renewable energy technology around the world.

IRENA's mission would primarily be threefold. It will provide support to governments in establishing policies and programs that promote renewable energy and energy efficiency. It will assist countries in conducting studies that analyze the potential of renewable energy and various sources of such energy, thereby facilitating the transfer of knowledge gained from successful renewable energy programs in countries like Germany. Finally, IRENA would work closely with financing institutions to develop and support innovative financing mechanisms to promote renewable energy and energy efficiency.

Find below a letter of support for the legislation:

STATEMENT OF SUPPORT FOR FEDERAL FEED-IN TARIFF LEGISLATION

We applaud Congressman Inslee for guiding the United States toward a national clean energy policy that would help America develop a world-class renewable energy market, strengthen our domestic economy, increase electric grid stability and reduce our dependence on costly peak energy sources.

Under his policy proposal, self-sufficient Americans who want to generate their own electricity from renewable and clean energy sources are guaranteed interconnection to the grid, plus a long-term contract for a utility to purchase their electricity at a premium rate. The electricity and interconnection costs of the program are covered through a built-in surcharge that provides market stability while distributing costs equitably to all electric utility customers.

With a proven track record in over 40 countries, states and provinces worldwide, this guaranteed funding mechanism ensures that renewable energy capital is a sound long-term investment for individuals and businesses. Furthermore, renewable energy payments ensure that renewable energy investors are rewarded, not just for the capital that they purchase, but for the electricity that they produce, which sends a market signal for the generation of more clean power at the lowest possible cost.

City Tour for Solar Launches at Golden's NREL August 1-2; Tour Will Educate Leaders and Communities

A solar tour, designed to educate municipal leaders, community members, public schools, universities and utilities on how to make solar energy a meaningful power resource for their cities, will launch at Golden's National Renewable Energy Laboratory (NREL) on August 1-2. SunEdison and NREL partner for the debut of two exciting exhibits, The City Tour for Solar and Science on a Sphere (SOS).

Spanning 100 days, the national tour will bring interactive educational exhibits to 50 cities in Washington, Oregon, California, Arizona, Nevada, New Mexico, Texas, Minnesota and Colorado. The exhibits, powered by solar energy, will be transported by colorful biodiesel-fueled trucks. The tour will return to the Denver area for the Democratic National Convention at various locations and events during the week of August 25.

Denver-area dates include:

-- Friday, Aug. 1 & Saturday, Aug. 2: NREL at Golden, 9:00 am to 5:00 pm

-- Thursday, Aug. 7: Boulder Staples, 9:00 am to 5:00 pm

-- Sunday, Aug. 24: Green Frontiers Fest at Sculpture Park, 9:00 am to 5:00 pm

-- Sunday, Aug. 24 & Monday, Aug. 28: New Energy Station at Sculpture Park, 9:00 am to 5:00 pm.

-- Wednesday, Aug. 27: Coors Field "SEIA Sunfest" Concert (invitation-only)

SunEdison, North America's largest solar energy services provider, is the lead sponsor of the tour with four leading solar industry companies: Evergreen Solar, Inc., a manufacturer of solar power panels; United Solar Ovonic, LLC, a manufacturer of thin-film solar laminates; SMA America, Inc., a manufacturer of solar inverters; and Xantrex Technology, Inc., a manufacturer of advanced power electronic products, including solar inverters.

With rising and volatile energy costs and increasing environmental concerns, community leaders, citizens and energy companies are searching for more information about solar and renewable energy. The City Tour for Solar will educate city leaders and managers on how to turn a public demand for renewable energy into reality with clean, predictably priced solar electrical power. The tour will include practical information on how to plan, implement and verify the value of municipal and utility solar programs.

"The reality is that solar is complex," said Thomas (Tom) Rainwater, CEO of SunEdison. "There are key concepts like 'interconnection standards,' 'net-metering' and others that national, state and local officials need to understand in order to make the right decisions about solar for their communities. We are simply bringing the knowledge to them as an industry, so cities can deploy cost-effective solar energy when and where it makes sense to them. We commend our industry partners Evergreen Solar, United Solar Ovonic, SMA America and Xantrex for making this city tour a reality."

Solar energy provides new 'green' jobs, addressing climate change issues and ensuring a secure, local independent power supply. Seven jobs are created for every megawatt (MW) of solar energy installed.

Tour Schedule

The Solar City Tour will begin Friday, August 1, at the National Renewable Energy Laboratory (NREL) in Golden, Colo., and will visit 50 cities in the Western United States. The tour will conclude on November 14, in Sacramento, Calif. For updated information on the tour please visit: http://www.CityTourforSolar.com

Advanced Propylene Company (APPC) - Initial Equity Research - Zibb.com

Global Investment House - Kuwait - Advanced Propylene Company - Initial Research Report-Advanced Polypropylene Company (APPC) was established as a joint stock company in the Kingdom of Saudi Arabia on 1st October 2005. The principle activity of the Company is the manufacturing of Polypropylene. The Company has marked 2006 as its first financial year. The petrochemical plant of the Company is vertically integrated, which utilizes all production of propylene to make polypropylene (PP).

We initiate our coverage of APPC with a 'BUY' recommendation. By employing, Discounted Cash Flow Methodology (DCF), we have arrived at an intrinsic value of SR63.9 per share, with a potential upside of 15.1% over the current market price of SR55.5 per share. The Capital Market Authority (CMA) gave approval to list the shares of the Company on Saudi Stock Exchange (Tadawul), on Oct 2006. This has led the Company to go public in 4Q2006 following an IPO on the Saudi Stock Exchange. The Company, through its IPO, offered 66.4mn shares @ SR10 each, which increased the total issued shares of the Company to 141.4mn shares @ SR10 each.

Majority of the Company's shares are held by general public. However, the share of general public, in total issued shares, has increased from 46.9%, through IPO, to 53.1% by the end of 2007, while the rest of the shares are held by several local, regional and international players. Out of which, Dar Chemicals is the largest shareholder with the share of 15.9% in total issued capital of 141.4mn shares.

The Company has a combined capacity to produce 455,000 tons of PDH, by using Naphtha as a feedstock and 450,000 tons of PP by using the home made propylene as a feed stock. Moreover, the manufacturing facility of the Company comprises of two plants one is use to produce propane dehydrogenation (PDH) from the cracking of Naphtha and other is to produce PP through the utilization of PDH in an effective manner. It is worth mentioning that all propylene production of the Company is used to produce PP. Furthermore, the manufacturing facility of Propylene is equipped with CATOFIN PDH technology, which is widely adopted alternative technology to produce propylene. While, the Company has installed NOVOLEN PP process technology to produce polypropylene.

The basic feedstock for the Company propane is obtained from the cracking of Naphtha. In pursuant to the allocation letter of Saudi Aramco, the Company has now allocated to get 23mn barrels per day of propane feedstock at the price which is 30% lower than the international market price. This gives it a competitive edge over international players. The Company is also using gas as a feedstock and has got approval to get 15 million cubic feet per day (mmcfd) of gas. The Company is enjoying the benefit of getting feedstock gas at subsidize rate of US$0.75 per million British thermal units (mmbtu). Moreover, gas prices have now become a major challenge on international level to manage their margins. Since average gas prices has been surged to US$6.3 per mmbtu in 2007 from US$ 4.6 per mmbtu in 2003 after making all time high of US$7.3 per mmbtu in 2005. Based on our expectations, the revenue from the manufacturing facilities of the Company will start from 2Q2008, and will lead to the annual sales revenues of SR2.3bn in 2008. While, the net profit of the Company is expected to surge to SR463.3mn (translating in to EPS of SR3.3) as compared to SR2.2mn (EPS of SR0.015) in 2007 and depicts net profit margin for the Company at 19.9% in 2008. Moreover, the company is expected to post ROA of 17.5% and ROE of 28.1% in 2008.
