NOTICE TEXT: Department of the Navy Naval Sea Systems Command NSWC CRANE DIVISION N0016407C8745 - This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center (NSWC) Crane Division plans to modify the existing firm-fixed price contract with Aeroflex Cupertino, 10411 Bubb Rd, Cupertino CA 95014 for additional signal generator hardware and software. The contract was awarded to Aeroflex Cupertino, 10411 Bubb Road, Cupertino CA 95014 using other than full and open competition and the procedures at FAR 13.5. Delivery will be FOB Destination, NSWC-Crane, Crane IN 47522-5000, within 120 days ARO. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source, Aeroflex Cupertino, under the authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the proprietary information of Aeroflex Cupertino, form, fit, and function compatibility and the duplicative cost to the Government to utilize another source to satisfy the Governments requirements. Interested parties may respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Aeroflex 3900 connects directly to the radio via a USB or RS-232 connection and controls the radio directly without the need for a separate computer. It is entirely a closed loop system. Since it does not rely on an external computer, this new application is significantly faster than current automated test and alignment software. In addition, the 3900's inherent accuracies mean that the radios are aligned to a much higher standard than was previously available.
