Openwave Systems, a software provider offering a proactive mediation platform and tools to mobilize the Internet, has announced that Bouygues Telecom, a French mobile operator that is part of the Bouygues Group, has selected Openwave's traffic management solution to manage and optimize its network traffic.
"As data demand continues to increase and bandwidth-intensive services gain in popularity but also in complexity, we needed a solution to dynamically manage our network traffic and provide us with a greater element of control and tuning," said Thibaut Keraval, in charge of the Mobile Services Solutions in Bouygues Telecom. "Openwave's traffic management solution will help us to optimize the Smartphone traffic on our network and ultimately offer our subscribers more personalized service plans with flexible pricing."
Openwave's traffic management solution monitors and controls a diverse range of IP (TCP- and UDP-based) data flows within the Bouygues mobile network. Openwave's monitoring features will enable Bouygues Telecom to obtain better insights into network usage patterns and help them to define and anticipate new subscriber behaviours. Openwave's traffic management solution will also allow Bouygues Telecom to offer a variety of tiered subscriber plans that reflect actual usage.
"The current growth of data consumption on mobile networks is unprecedented, and operators need an intelligent way to manage the influx of traffic," said John Giere, senior vice president, products and marketing, Openwave. "Openwave's in-network software solution combines a powerful workflow engine with a flexible policy management system, to enable Bouygues Telecom to manage its network more efficiently."
Openwave said that with its traffic management solution, Bouygues Telecom will be able to apply a policy for each subscriber initiated IP session including:
- Access control based on destination IP and port of content or application being request
- Access control based on subscriber plan/level of service
- Source/destination network address translation (NAT)
- Monitoring of predefined time and volume session limits.
The Openwave traffic management solution will also allow information to be logged on each IP session to enable "hot-billing" based on duration and volume consumed, giving Bouygues Telecom the capability to control network resources that bind service tiers to real-time parameters, and provides a framework for even more proactive all IP policy management going forward.

French fixed and mobile operator SFR will join France Telecom-Orange and Bouygues Telecom's complaint to the European Commission about the French government lowering the entry price for the country's fourth mobile network operator to EUR 240 million, SFR parent company Vivendi's chairman, Jean-Bernard Levy, told Les Echos in an interview before the group's interim results press conference. Levy said that after paying EUR 619 million for their licences, existing network operators (Orange, SFR and Bouygues) feel they ahve been subjected to unfair treatment as they observe a spectrum sell-off at below market value. "How do we know that the government's aid to the fourth operator will not benefit Asian equipment manufacturers?", he asks. "Does France really need a fourth operator while several other countries are moving from four to three? It has just happened in Australia, is imminent in Spain and the UK and may take place in the US". Levy confirmed that Vivendi would like to buy out minority shareholders in SFR and Canal Plus. There is no change at SFR, where Vodafone is unwilling to sell, and at Canal Plus, Vivendi will buy TF1 and M6's 15 percent at the end of the year. He said there were no talks underway between the group and Lagardere, which has the option of buying another 14 percent of Canal Plus to boost its holding to 34 percent. As for the aborted possibility of buying the African mobile assets of Kuwait's Zain, Levy said that leaks precipitated discussions somewhat and that Zain did not accept the offer put forward by Vivendi, which was not ready to pay more than the assets were worth. The group will continue to look for opportunities in emerging markets, where it currently generates under 20 percent of its revenues. In the next 15 years, more of the world's economy will be based in emerging markets and Vivendi will have to reflect this transfer of growth, he concluded.
