Nokia Siemens Networks will provide implementation services as well as network management tools. With the current upgrade, Tusmobil's core network will evolve towards fully convergent core architecture.

The upgrade will significantly improve network efficiency and coverage, allowing Tusmobil to offer new services to its customers, including high-speed mobile data and multimedia, like mobile television. Powered with High-Speed Packet Access (HSPA) technology from Nokia Siemens Networks, the end users will be able to enjoy high download speeds of up to 14 Mbps, depending on mobile phone capabilities.

A key issue in addition to the cost savings and improved capacity and coverage is the environmentally friendly technology supplied. The Nokia Siemens Networks Flexi base station to be used in the project, gives power savings at site of over 60%, compared to traditional 3G equipment, and allows for a reduction of the number of sites required to provide the improved services by over 25%.

The Nokia Siemens Networks MSC Server softswitch solution, based on 3GPP Release 4, allows operators to boost switching capacity with savings of up to 70% in operating expenses, while fully supporting future IP multimedia services.

But the South Korean government is expected to ease such regulations, the newspaper said. It quoted SK Telecom as saying: "We are talking with foreign handset makers including Nokia ... We are positively considering receiving supply from them due to our focus on W-CDMA phones."

SK Telecom said no decision had been made yet, though South Korean daily Chosun Ilbo said the company could offer Nokia phones to its customers by the end of this year.

Nokia declined to comment specifically on the South Korean market, the FT said.

Currently, all the TD-SCDMA products of Nokia Siemens and Huawei are manufactured by TD Tech Ltd., a joint venture set up by Siemens Networks and Huawei. In the first quarter of 2007, Nokia Siemens was formed by merging telecommunications equipment subsidiaries of Nokia Corporation (NYSE: NOK) and Siemens.

In previous bidding invitation for the equipment supply of TD-SCDMA experimental network in 2007, Nokia Siemens, TD Tech, and a similar venture between Nokia and China Potevio Co., Ltd. jointly got a 16% share, which is far less than nearly 50% of ZTE Corporation (SEHK: 0763 and SZSE: 000063).

Dissatisfied with the result of the first-round bidding invitation, Nokia Siemens, Huawei, and TD Tech reassigned their works. The former two will provide TD-SCDMA solutions for operators, while TD Tech will focus on research and development.

The decision to upgrade was prompted by the inefficiency of Yangquan Coal's current company-wide network, which required support for two different PSTN switches. The Next Generation Network (NGN) solution from Nokia Siemens Networks will optimize the company's existing fixed network by replacing the legacy switches, provide an increased number of flexible access nodes, and implement an Integrated Access Device (IAD), a customer-hosted device that acts as a media gateway for accessing an IP network that will enable Yangquan Coal Industry Group to efficiently scale up to the number of users.

As the first step, Yangquan Coal will deploy Nokia Siemens Networks's hiE9200 softswitch, the trunk gateway hiG1100, the access gateway controller hiG1600, IAD and digital line unit, which connects analog and PBX phones, in order to replace Yangquana' s existing access equipments.

The company will simultaneously launch a SIP-based application server to offer VoIP-based voice & data convergence service and multimedia applications such as video phone, color ring back tone, voice mailbox and soft SIP-phone.
