NOTICE TEXT: National Aeronautics and Space Administration Goddard Space Flight Center Office of Procurement Small Business ConcernsSources Sought for the Magnetospheric Multiscale (MMS)ProjectThe Magnetospheric Multiscale (MMS) mission is the fourth mission of the SolarTerrestrial Probe (STP) program of the National Aeronautics and Space Administration(NASA). The MMS mission will use four identically instrumented observatories to performthe first definitive study of magnetic reconnection in space and will test criticalhypotheses about reconnection. Magnetic reconnection is the primary process by whichenergy is transferred from the solar wind to the Earths magnetosphere and is alsofundamental to the explosive release of energy during substorms and solar flares.The MMS mission will study magnetic reconnection in the Earths magnetosphere. The fourMMS observatories will be required to fly in a tetrahedral formation in order tounambiguously determine the orientation of the magnetic reconnection layer.The NASA/Goddard Space Flight Center (GSFC) is issuing this Request for Information (RFI)to solicit information about potential sources for the following spacecraft componentsfor the Magnetospheric Multiscale (MMS) Project:Accelerometer System, which would include: one (1) accelerometer system engineering testunit, four (4) redundant flight units, and an option for one (1) additional accelerometersystem flight unit. The Accelerometer Systems shall meet the requirements as describedin the draft Specification document attached to this synopsis.Lithium-Ion Batteries, which would include: one (1) lithium-ion test battery, four (4)lithium-ion Integration and Test Batteries, four (4) lithium-ion flight batteries, and anoption for one (1) lithium-ion flight spare battery. The Lithium-Ion Batteries shallmeet the requirements as described in the draft Specification document attached to thissynopsis.Star Sensors, which would include: four (4) star sensor flight systems (1 faulttolerant) and an option for one (1) additional flight spare star sensor. The StarSensors shall meet the requirements as described in the draft Specification documentattached to this synopsis.The purpose of this notice is to identify small businesses (including small disadvantagedbusiness (SDB) concerns, Historically Black Colleges and Universities (HBCUs), minorityinstitutions (MIs), veteran-owned and service-disabled veteran-owned small business,HUBZone, and women-owned small businesses (WOSBs)) that possess the technical capabilityto provide support for the requirements as a Prime Contractor or Subcontractor. Interested offerors having the necessary specialized capabilities to meet ourrequirements outlined in the attached draft Specifications should submit a briefcapability statement. Please ensure that your capability statement identifies whichindividual component procurement mentioned above that you are capable of performing.This capability statement should indicate the ability to be the Prime Contractor orSubcontractor and perform all aspects of the effort described herein. It is insufficientto provide only general brochures or generic information. Additionally, your responsesmust include the following: name and address of firm, size of business; whether they aresmall, small disadvantaged, 8(a), HUBZone, and/or woman-owned, affiliate information: parent company, joint venture partners, potential teaming partners, and a summary of pastrelevant experience with the components mentioned above.Technical and procurement questions should be directed to: Julie Janus at (301) 286-4931or Julie.A.Janus@nasa.gov.It is requested that capability statements be submitted as described in the previousparagraphs by electronic mail to: Julie Janus at Julie.A.Janus@nasa.gov, no later than5:00 PM EDT on Thursday, August 20, 2009. It is emphasized that this RFI is for planning and information purposes only and is NOTto be construed as a commitment by the Government to enter into a contractual agreement,nor will the Government pay for information solicited. Upon review of the informationprovided to NASA, it is the Governments intent to release a Request for Proposal",which could lead to a contract award. Respondents deemed fully qualified will beconsidered in any resultant solicitation for the requirement. The Government reservesthe right to consider a small business based on responses hereto. No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released, it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis.An ombudsman has been appointed -- See NASA Specific Note "B".Questions regarding this notice should be directed to the point of contacts listed below.
