NOTICE TEXT: U.S. Government Accountability Office Acquisition Management Acquisition Management The United States Government Accountability Office (GAO) intends to issue a proposed award under other than full and open competition to Dr. Alan Jeff Mohr, for a base year with one (1) option period, to provide consulting services on a broad range of issues related to the development, testing and evaluation, and deployment of biological detection systems across the federal government, specifically those technologies involved in air monitoring. GAO has been asked to conduct a comprehensive technology assessment of biological threat detection systems across the federal government, specifically those systems involved in air monitoring. The assessment is to include systems currently fielded, under development, or planned. It is also to include a clear survey and analysis of issues associated with the development, testing and evaluation, and deployment of such systems.The contractor will assist the GAO engagement team with issues related to the development, testing and evaluation, and deployment of biological detection systems across the federal government, specifically those technologies involved in air monitoring. Travel will be scheduled in coordination with the contractor's schedule and will be reimbursed by GAO, in accordance with the Federal Travel Regulations, but is expected to be infrequent. The contractor shall furnish the following services to GAO: -Research and review relevant literature and provide written or oral summaries or comments. -Consult with international experts, equipment manufacturers, and others, as specified. -Review and comment (in writing or orally) on scientific or technical documentation, such as test plans or evaluation reports on technology performance. -Provide input on team's methodological approach for engagement. -Attend and provide input at regular meetings with GAO engagement team. -Provide written comments or oral responses (followed by written responses) to team questions. -Provide written summaries or opinions on scientific, technical or other relevant issues raised by engagement team. -Review and provide written comments on GAO draft report's findings, conclusions, and recommendations There are no other companies or individuals known to provide similar services. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five (45) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Note 22. END
