2/8/2002 12:30 am CDT The TJX Visa which has been phased out by People's Bank (together with some stiff hikes in fees) also introduced a foreign exchange fee totaling 3%. Given that many cardholders travel and purchase abroad this introduction unnerves me and I want to switch cards.
