Commander says USA not dare threaten Iran today - Zibb.com

The commander-in-chief of the Islamic Revolution Guards Corps [IRGC], Mohammad Ali Ja'fari, has said: American forces are waiting for an opportunity to complete Saddam [Husayn]'s failed action, but they don't even dare to threaten Iran.

According to Fars News Agency in Susangerd, Mohammad Ali Ja'fari in a gathering of "the conquerors of Susangerd" held on the occasion of breaking Susangerd's siege on 25 Aban said: While America has spend a lot in economic, dignity, military and security terms in Iraq, it still does not dare to throw a nasty look at Iran. He added: Today, the Iranian and Iraqi people have become united and they all talk of Islam, and this is by no means acceptable to enemies.

The IRGC commander-in-chief stressed: Thanks to the sacrifices and devotions of the nation, the Islamic Republic has been established today. However, the devotion and resistance of the people is still needed.

Plans to merge two Caucasus regions denied as Russian Duma passes new law - Zibb.com

The State Duma adopted on Wednesday amendments to the bill on forming local government in Ingushetia and Chechnya, which sets a transition period in the two republics until 1 January 2010 to complete the formation of local government bodies.

Of the 450 members of the lower house, 349 voted in favour of adopting the amendments, including Russian State Duma deputy from Ingushetia Belan Khamchiyev. Commenting on the document, Khamchiyev pointed out that, even though the amendments could meet with a mixed reaction in Ingushetia - in particular, [some may see it] as a first step towards the merger of the two republics, the document does not imply this.

"The bill is aimed exclusively at establishing the framework of local government in the republic, and will also help resolve very difficult and long-standing territorial problems," the deputy said. He said the republics should live "in a common legal framework, developing the practice of local government". "We are convinced that this bill reserves for the Ingush people the right to continue dealing in a civilized manner with the problem of its historic territories," Khamchiyev said.

The administration of the president of the Russian Federation has also confirmed that there are no plans to change the status of Chechnya and Ingushetia. "Rumours of a merger between the Chechen Republic and Ingushetia have no foundations whatsoever," chief of the Russian president's directorate for internal policy Oleg Govorun told journalists when asked to comment on the publications that had appeared in the media. "No consultations are being held on these issues, it's all pure speculation," he said, adding that "neither the leaders of the two republics nor the Russian presidential administration has any such plans".

For his part, Plenipotentiary Representative of the President of the Russian Federation in the Southern Federal District Vladimir Ustinov said that "the office of the plenipotentiary representative has no information about changes to the status of the Chechen Republic and the Republic of Ingushetia". "Only the people can decide the issue of changing the composition of constituent parts of the Russian Federation," Ustinov stressed.

The presidents of both republics have spoken out against any merger of Chechnya and Ingushetia.

The head of Chechnya, Ramzan Kadyrov, said he absolutely did not support the idea of merger with Ingushetia. "The idea is not topical. The republic is at the stage of active rebuilding and socio-economic development, and so any extra socio-political or socio-economic workload is highly undesirable in this situation," Kadyrov told journalists, asking them not to draw the Chechen leadership into a discussion on the issue.

President of Ingushetia Murat Zyazikov said that although the Ingush and Chechen people had always been and would remain brotherly nations, a single republic was a thing of the past. The Ingush people have made up their mind once and for all, and so have the Chechens: people have had enough experiments, he told RIA Novosti. Zyazikov believes that forces that "do not care about the Ingush and Chechen people, and are generally far removed from the Caucasus" were behind the merger rumours.

Members of the Ingush community in Moscow believe that the bill that has now been passed does not imply a future merger of the republics but will make it possible to form efficient municipal authorities, manage municipal property and create a taxable base. "The law will make it possible to elect representative and executive municipal bodies, heads of towns, districts and villages in the republic who enjoy real public support. This will make it possible to resolve local issues locally; to manage municipal property and create a taxable base of local government. This is the way towards establishing peace and order in the republic (Ingushetia)," says the statement received by RIA Novosti.

Members of the [Ingush] community believe that the law will provide constitutional guarantees for the rights of residents of Ingushetia to form local government. They believe that the document "does not in any way imply a future merger of the Chechen Republic and the Republic of Ingushetia". "We are against this merger, and regard all talk on the subject as provocation," the statement says.

Nora's Shock Over Report on Poverty in Southern Namibia - Zibb.com

Congress of Democrats (CoD) Vice-President Nora Schimming-Chase expressed shock at a report published by the National Planning Commission (NPC) on the people of the South which alleges that poverty in the Karas Region is linked to the Nama people's drinking and laziness.

Schimming-Chase on Tuesday tabled a motion in the National Assembly asking that the House discuss the research report published by the NPC.

"As a Namibian who has spent the most productive years of my life fighting apartheid, tribalism, ethnicity and injustice, I found it extremely difficult after almost 19 years of independence to discuss a report which singles out an ethnic group of people, calling them lazy and drunkards", she said in her motivation.

"I was shocked that our own people, even political leaders, openly supported this stigmatisation of the Nama-speaking people," she charged.

Schimming-Chase said the aspect of the report that disturbed her the most is that a major cause of poverty in the region is attributed to their drinking and laziness.

"A few years ago, when people were employed to work in the Aussenkehr Grape Project, it was said that the Namas are too short and drink too much to work there.

"Who are these Namas that we are speaking about? When, how and why did they become the so-called lazy drunks that are now being singled out?" she questioned.

"They are the descendants of the Khoisan who inhabited the most southern tip of the African continent.

They are the people who for the best part of their lives looked after their own, led useful lives and defended themselves bravely against the onslaught of imperialist forces," she stressed.

"The report rightfully puts education as the main way out of poverty.

In the Karas Region, arguably the richest part of the country, we find the poorest people.

Yet, they have shown their aptitude for intellectual pursuits," Schimming-Chase noted.

"For many years, senior schools in the South produced outstanding academic results, specifically in mathematics, science and linguistics.

But, how many of them are studying at institutions of higher learning? The members of the community who were interviewed all talk about children with Grade 12 who are unemployed and roaming the streets," she said.

She said alcohol abuse is not a character trait of the Nama-speaking people only, but rather a national problem.

"It is not a Nama problem, it is a Namibian problem," she stressed.

"The Karas Region is rich, but is suffering from extreme social deprivation.

Our diamond wealth comes from there," she continued.

Schimming-Chase said alcoholism is not the problem, but rather a lack of job creation, leading to unemployment.

"There are people in the South, Nama-speaking people, who do not drink alcohol.

There are successful farmers and businessmen and women in the South," she said.

Schimming-Chase warned parliamentarians that generalisations such as these are dangerous, and threatened peaceful existence and also marginalised people.

Prime Minister Nahas Angula contributed to the debate.

"We must understand the social history of the Namas.

A history of tragedy.

The challenge we have is to ask how do we restore the dignity of these people?", Angula said.

He further stated that the people of the South need to be provided with means of production, whether it is land or animals.

Democratic Turnhalle Alliance (DTA) MP McHenry Venaani also contributed to the debate, questioning what projects concerning the Hoodia plant have been engineered, especially now that Hoodia is in demand world-wide.

Deputy Prime Minister Libertine Amathila also spoke on the issue.

"The women in the South marched against shebeens, but we as government shut our mouths.

"The poor people are the ones taking their pensions and spending it at shebeens, and we as government are sitting with our hands folded," she said.

Amathila singled out shebeens as one of the major problems.

"We can talk and make statements, but it won't help.

We are dealing with a difficult situation," she added.
