Postage Payment for Bound Printed Matter Limited to Permit Imprint - Zibb.com

SUMMARY: In this final rule, the Postal Service is revising mailing standards for all Bound Printed Matter (BPM). In March we filed a notice with the Postal Regulatory Commission for a classification change requiring all mailings of Bound Printed Matter be paid by permit only. The Commission agreed, and we are moving forward with the change.
Postage payment for BPM mailings: carrier route, presorted, and nonpresorted (single-piece) flats and parcels, regardless of volume, are limited to permit imprint. Mailers can no longer affix postage by adhesive stamps, postage meter, or PC Postage(R). BPM will not be accepted at retail counters, in collection boxes, or by carriers and must be deposited and accepted at the Post Office(TM) facility that issued the permit. Merchandise Return Service (MRS) permit holders may continue to pay nonpresorted BPM prices on eligible items returned with a MRS label.
EFFECTIVE DATE: This rule is effective September 29, 2008, and is applicable beginning September 11, 2008.

SUPPLEMENTARY INFORMATION: Mailers who are presently authorized to pay postage via permit imprint may use their existing permit to mail BPM at the Post Office(TM) where the permit is held. Mailers who wish to obtain a new authorization to pay postage via permit imprint must complete an application and pay a one-time application fee at each office of mailing to mail BPM on or after September 11, 2008. Authorization is obtained by submitting PS Form 3615, Mailing Permit Application and Customer Profile, and the applicable fee to the Post Office where mailings are to be deposited. As long as a permit remains active, there is no additional fee for use of a permit imprint indicia, but other fees (e.g., an annual destination entry mailing fee) may be due depending on where the mail is deposited.
Payment for postage must be made for each mailing through an advance deposit account before the mailing can be released for processing. Funds to pay postage must be deposited as directed by the USPS(R).
Nonpresorted BPM mailings, except discount mailings (e.g., barcode discounts), will be exempt from the general minimum volume requirement for a permit imprint mailing of at least 200 pieces or 50 pounds of mail and will not have a minimum volume requirement. However, the current requirements for all other commercial nonpresorted and presorted minimum volumes will remain (e.g., nonpresorted barcoded--50 pieces and presorted--300 pieces).
As a reminder, prices for BPM pieces vary by weight and zone of destination. Supporting documentation of postage is required for all nonidentical-weight pieces and for identical-weight pieces that are not separated by price and zone.
This requirement, which limits the payment of postage for all BPM to permit imprint, is effective September 11, 2008.
The Postal Service adopts the following changes to Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM), which is incorporated by reference in the Code of Federal Regulations. See 39 CFR 111.1.

In addition one or more of the scheduled sessions listed may be cancelled at convenience of the Government. 2.0 Course Information 2.1 Purpose: To develop shared understanding of: " The challenges the Corps organizations are facing today " Concepts, principles, systems approach in a learning organization " Organizational transformation to a learning organization - Equipping the Corps of Engineers for implementing 2012 " Roles of leaders and managers " Strategic and operational leadership " Disciplined thinking, disciplined decisions " Personal talents and strengths as they apply to leadership " How leaders in a learning organization understand the processes necessary for success, and the process for leading organizational change. " Principals of Good to Great leadership. 2.2 Description: This requirement represents the FY 2009 PROSPECT course identified in the Purple Book as Leading in a Learning Organization. The course explains the importance of selecting and developing the effective leadership that is required today by the challenges, strategic direction, values and vision of the Corps of Engineers. It will focus on understanding the interrelationships between character, knowledge, skills, individual and organizational learning, and making disciplined decisions. Course topics include the Strategic Vision for the Corps of Engineers, the Learning Organization, Leadership vs. Management, Talents and Strengths, Being an effective leader, Motivation, Disciplined Thinking, and Disciplined Decisions. The seminar includes a one-day presentation of the Gallup Leadership Development Day. This presentation is conducted under a separate contract by a consultant from the Gallup Corporation, Inc., and students complete the Gallup StrengthsFinder instrument online as pre-course requirement. This instrument/inventory is the only one that students will complete in connection with the seminar. 3.0 Contractors Requirements and Tasks 3.1 The contractor shall develop the seminar according to government guidance. 3.2 The contractor shall conduct the part of the seminar not presented by the Gallup Corporation; nineteen hours of instruction. 3.3 The contractor shall provide (other than those provided by the government) all services, personnel, materials, audio-visual aids and travel and lodging for contractor personnel. 3.4 The contractor shall provide an instructor team, which shall consist of two instructors for each session. The schedule is such that two instructor teams will be required, four instructors in all. One or more prospective instructors who are Corps of Engineers employees may be present to observe during any session. Instructors proposed to teach shall be delineated in the proposal and will be deemed key personnel. 3.5 Both instructors for a session shall be present during the full 28 hours of The seminar. There shall be one principal instructor and one assistant Instructor or two instructors qualified as principle instructors. 3.6 The contractor shall initiate, within five (5) working days after contract award, arrangements for a two-day meeting with the government to discuss in detail the expected services/supplies to be delivered and the due dates. The meeting with the Program Manager and the Course Manager will be held in Huntsville, AL. Contractor representation shall be limited to two personnel. The government has the option of changing this meeting to a telephonic meeting, changing the location, or deleting this requirement. 3.7 The contractor shall develop student seminar materials and instructor teaching materials as specified below. Materials are subject to the approval of the Program Manager, the Course Manager and the Contracting Officer. 3.7.1 Course materials to be developed include: - Learning Objectives - Schedule of Instruction - Instructors Lesson Plans - Student Seminar Manual - Visual Aids (paper copies and actual visual aid) 3.7.1.1 The contractor shall establish learning objectives for the seminar to describe the understanding of complex subjects to be achieved in dialogue during the seminar. 3.7.1.2 The learning objectives shall be established, in coordination with the Government, at the Post-award meeting following the contract award. Final approval may be given by the Government at the Post Award Meeting. 3.7.1.3 The contractor shall develop the Schedule of Instruction (SOI). 3.7.1.3.1 The SOI shall be a chronological listing of the major subjects to be taught in the seminar and become the basis for development of other seminar material. The SOI shall be utilized as the control document for the actual conduct of the seminar although the seminar format and reliance on dialogue allows for flexibility. The class day shall run from 8:00 a.m. until 5:00 pm, Tuesday Thursday, and 8:00 am until 12:00 noon on Friday. A one-hour lunch break will be scheduled at a logical point in the presentation. 3.7.1.3.2 A draft SOI shall be delivered to the government at the post award meeting. The SOI will be reviewed. Any required changes will be incorporated within ten (10) days. Government will approve SOI at the post award meeting or when all changes have been incorporated. 3.7.1.3.3 The approved SOI shall be published as a part of the student seminar manual and shall not be changed or deviated from without concurrence of the government. 3.7.1.4 The contractor shall develop the Instructors' Lesson Plans (ILPs) as needed. 3.7.1.4.1 The ILPs shall be developed from the approved SOI. 3.7.1.4.2 The ILPs shall serve as the instructors primary guide for topic sequencing, objective accomplishment, and presentation detail during the conduct of the training course. 3.7.1.4.3 The ILPs shall include sufficient detail to lead an instructor smoothly and comprehensively through all portions of each planned presentation without any regressions or omissions of any planned information. 3.7.1.4.4 A delivery date for draft and final ILPs will be established at the post-award meeting. 3.7.1.5 The contractor shall develop the student seminar manual and supporting materials. It is anticipated that the student seminar manual and some of the supporting materials will be on a CD. 3.7.1.5.1 The manual shall supplement the instruction. It shall provide the student with challenging study materials designed to enhance understanding. One manual shall be provided to each student to be used during the seminar as a study guide and, subsequently, as a reference manual. 3.7.1.5.2 The manual shall consist of, as a minimum, the approved schedule of instruction, biographical sketches of the instructional staff and pertinent technical references. In addition, at the direction of the government, some reordering of the manual and some changes in content shall be made. Handouts, appendices, guides for in-class group and individual exercises, etc., used in this seminar are considered to be a part of the manual. 3.7.1.5.3 Each Day of Learning shall be clearly identified. 3.7.1.5.4 The manual shall not be marked with any company/corporate logo. 3.7.1.5.5 The government will furnish the student seminar manual front cover. 3.7.1.5.6 A delivery date for the delivery of draft/final student manual to the government will be established at the post award meeting 3.7.1.6 The contractor shall develop audio-visual aids (AVs) and other materials to reflect updates in seminar content. Materials are subject to the approval of the Program Manager, the Course Manager and the Contracting Officer. 3.7.1.6.1 AVs shall be an extension of the instructors communication skills, cause direct involvement in the instruction, and be an aid in teaching the objectives. PowerPoint slides, in particular, shall not substitute for thoughtfully designed in-class group and individual exercises. 3.7.1.6.2 A delivery date for the draft/final AVs shall be established at the post-award meeting. 3.7.1.6.3 The contractor shall notify the government at the post- award meeting of AV equipment required in the classroom. 3.7.2 DELIVERABLES: Delivery dates are to be determined at the post award meeting. 3.7.2.1 Learning Objectives (Para 3.5.1.1) 3.7.2.2 Schedule of Instruction (Para 3.5.1.2) 3.7.2.3 Instructors Lesson Plans (Para 3.5.1.3) 3.7.2.4 Student training seminar manual (to include supplemental materials) (Para 3.5.1.4) 3.7.2.5 Audio-Visual Aids (Para 3.5.1.5) 3.7.2.6 Delivery of sessions of the course for approximately twenty-eight (28) participants per session (not to exceed 35). Each session includes two-and- a-half days of seminar facilitation by two (2) facilitators, and one day of attendance and assistance for an additional day of instruction by a Gallup Corporation, Inc., consultant (under a separate contract to be generated by the ULC), course administrative tasks and classroom management. (Para 5.0) 4.0 CONTRACTOR REQUIREMENTS. 4.1 The contractor shall provide an instructor team of two for each session. Instructors proposed to teach shall be delineated in the proposal. The team shall consist of one principal instructor and one assistant instructor. Schedule is such that two teams consisting of two-instructors may be needed. All instructors provided shall meet the following, stated criteria. 4.2 Demonstrated successful experience in developing and implementing curriculum for moving organizations through a major business transformation working with leaders at all levels 4.2.1 Principal instructors shall have demonstrated successful experience during the past five years in addressing/resolving five or more of the leadership-related topics set forth in paragraphs 2.1 and 2.2 above. This experience should also include demonstrated knowledge and applied experience in facilitating significant organizational change. 4.2.2 Assistant instructors should have experience during the past five years in addressing/resolving four or more of the leadership- related topics set forth in paragraph 2.1 and 2.2 above. This experience should include demonstrated knowledge and applied experience in facilitating significant organizational change. 4.2.3 All instructors shall be familiar with the principles of Good to 4.2.4 Great leadership. http://www.jimcollins.com/ 4.2.5 A valid passport will be required for at least one principal and one assistant instructor in order to teach possible sessions outside the United States. 4.3 Demonstrated experience in engaging adult learners in a participative learning environment. 4.3.1 Principal instructors should have a minimum of 200 hours of teaching experience during the past five year in. This teaching experience shall have involved instructing adult learners in a work- related rather than an academic setting. It should include demonstrated experience in teaching working adults representative of multiple generations, multiple learning styles, and a diversity of engineering, scientific, and other technical disciplines. Topics covered in these 200 hours of instruction shall have included five or more of the topics set forth in paragraph 2.2 above. 4.3.2 Assistant instructors should have a minimum of 150 hours of teaching experience during the past five years. This teaching experience shall have involved instructing adult learners in a work-related rather than an academic setting. Topics covered in these 150 hours of instruction shall have included four or more of the topics set forth in paragraph 2.2 above. 4.4 Demonstrated theoretical and working knowledge and applied experience in organizational dynamics, and organizational development. 4.4.1 Principal instructors shall possess a Master's degree from an accredited college or university in public administration, psychology, or organizational development, or with a major area of emphasis which directly relates to four or more of the topics set forth in paragraph 2.2 above. A Baccalaureate degree in a related field plus five years of teaching experience in two or more of the following areas can substituted for a masters degree. Related fields include business, sociology, psychology, or public affairs. 4.4.2 Assistant instructors shall possess demonstrated experience in facilitating significant change in organizations. 5.0 Contractors Administrative Requirements for sessions not in Huntsville 5.1 The contractor shall arrive at the class site the day before the instruction starts to perform pre-course administrative requirements. 5.1.1 Verify proper classroom set-up and material distribution. Students shall not receive extra copies of the manual or supporting materials. 5.2 Administer student registration. 5.2.1 Each student is required to complete the government-furnished registration form. The contractor shall ensure all necessary information is entered on the form. 5.2.2 The government shall provide a pre-course roster of students expected to attend. This roster may be incomplete or otherwise inaccurate. At the beginning of the class the contractor shall circulate the roster among the students for verification. Students are to confirm that they are present as indicated on the form or, if their names are not on the roster, add their names and organizations in a blank space provided on the form. The contractor shall cross off names of any students whose names are on the form but who are not in attendance. Students in attendance are to ensure that the name on the roster is as they want it to appear on the course-completion certificate. The contractor shall then fax the updated form to the Course Manager (the government shall provide that fax number). 5.3 Sign training forms. 5.3.1 Some students may need to take a signed training form, typically a SF- 182, back to his/her organization. On the last day of the class the principal instructor shall sign a copy of the form as completed and give it back to the student. 5.4 Prepare certificates of completion. In some instances the government shall have contracted with the hotel to type/print the names of students on the course-completion certificates. 5.4.1 In those instances the contractor shall have hotel personnel type/print the name of each student, as it appears on the updated roster, on a government-furnished certificate of completion. The principal instructor shall sign and date each certificate. 5.4.2 In other instances the government shall print names on certificates as they appear on the updated pre-course roster and have them delivered to the contractor before the last day of class. 5.6 Administer classroom management 5.6.1 The contractor shall ensure that all students are accounted for during class hours. If required, contractor shall counsel students regarding tardiness, inattentiveness, or lapses of courtesy during class activities. Repetitive offenders shall be brought to the attention of the government by calling 256-895-7450 or 256-895-7453 for instructions. 5.7 Administer the end-of-course evaluation. 5.7.1 Each student is required to complete a government-furnished end- of-course evaluation. The contractor shall ensure that all required student personnel information is entered on the evaluation form. The contractor shall return the original completed course evaluation forms to the USACE Learning Center. 5.8 Present certificates of completion. 5.8.1 The contractor shall present a certificate to each student meeting the completion requirements. 5.8.2 For completion of the course a student must attend a minimum of 80% of class time and must be present at the end of the class. Any absences must be excused absences. Typical examples of excused absences are illness and emergencies. Early departures for airline flights are not excused absences. A student's failure to comply with any of the above will result in the certificate being withheld and forwarded to the USACE Learning Center. When a certificate is withheld and forwarded to the USACE Learning Center, a brief explanation of the circumstances shall accompany it. If the contractor is unsure whether or not to issue a completion certificate, the principal instructor should call 256-895-7450 or 256-895-7453 for clarification. 5.9 Ensure the return of equipment and documents to the USACE Learning Center. 5.9.1 On the morning of the last day of class, schedule a pickup of equipment and other materials in accordance with the instructions provided. 5.9.2. After the session ends, pack equipment, registration forms, class rosters, signed training forms, completed evaluation forms, and surplus manuals and other instructional materials. Affix a return address label (provided) to each box. Failure to return excess material may result in payment being withheld. 5.9.3 Inform the hotel POC of the time of the scheduled pickup, and give that POC the waybill (provided). 6.0 Government Furnished Materials and Equipment 6.1 The government will provide background information on course concepts. 6.2 The government will provide adequate classroom space to accommodate students, instructors, and presentation materials. 6.3 The government will provide PROSPECT registration forms evaluation forms, and certificates. 6.4 The government will reproduce/duplicate instructional materials for each participant and have those materials delivered to the session site. 6.5 The government will provide such audio-visual equipment (laptop, in-focus projector, etc.), as may be determined at the post-award meeting to be needed. 6.6 Materials about Good to Great (per Jim Collins) 6.7 Information about Army Transformation

PowerPoint slides, in particular, shall not substitute for thoughtfully designed in-class group and individual exercises. 3.7.1.6.2 A delivery date for the draft/final AVs shall be established at the post-award meeting. 3.7.1.6.3 The contractor shall notify the government at the post- award meeting of AV equipment required in the classroom. 3.7.2 DELIVERABLES: Delivery dates are to be determined at the post award meeting. 3.7.2.1 Learning Objectives (Para 3.5.1.1) 3.7.2.2 Schedule of Instruction (Para 3.5.1.2) 3.7.2.3 Instructors Lesson Plans (Para 3.5.1.3) 3.7.2.4 Student training seminar manual (to include supplemental materials) (Para 3.5.1.4) 3.7.2.5 Audio-Visual Aids (Para 3.5.1.5) 3.7.2.6 Delivery of sessions of the course for approximately twenty-eight (28) participants per session (not to exceed 35). Each session includes two-and- a-half days of seminar facilitation by two (2) facilitators, and one day of attendance and assistance for an additional day of instruction by a Gallup Corporation, Inc., consultant (under a separate contract to be generated by the ULC), course administrative tasks and classroom management. (Para 5.0) 4.0 CONTRACTOR REQUIREMENTS. 4.1 The contractor shall provide an instructor team of two for each session. Instructors proposed to teach shall be delineated in the proposal. The team shall consist of one principal instructor and one assistant instructor. Schedule is such that two teams consisting of two-instructors may be needed. All instructors provided shall meet the following, stated criteria. 4.2 Demonstrated successful experience in developing and implementing curriculum for moving organizations through a major business transformation working with leaders at all levels 4.2.1 Principal instructors shall have demonstrated successful experience during the past five years in addressing/resolving five or more of the leadership-related topics set forth in paragraphs 2.1 and 2.2 above. This experience should also include demonstrated knowledge and applied experience in facilitating significant organizational change. 4.2.2 Assistant instructors should have experience during the past five years in addressing/resolving four or more of the leadership- related topics set forth in paragraph 2.1 and 2.2 above. This experience should include demonstrated knowledge and applied experience in facilitating significant organizational change. 4.2.3 All instructors shall be familiar with the principles of Good to 4.2.4 Great leadership. http://www.jimcollins.com/ 4.2.5 A valid passport will be required for at least one principal and one assistant instructor in order to teach possible sessions outside the United States. 4.3 Demonstrated experience in engaging adult learners in a participative learning environment. 4.3.1 Principal instructors should have a minimum of 200 hours of teaching experience during the past five year in. This teaching experience shall have involved instructing adult learners in a work- related rather than an academic setting. It should include demonstrated experience in teaching working adults representative of multiple generations, multiple learning styles, and a diversity of engineering, scientific, and other technical disciplines. Topics covered in these 200 hours of instruction shall have included five or more of the topics set forth in paragraph 2.2 above. 4.3.2 Assistant instructors should have a minimum of 150 hours of teaching experience during the past five years. This teaching experience shall have involved instructing adult learners in a work-related rather than an academic setting. Topics covered in these 150 hours of instruction shall have included four or more of the topics set forth in paragraph 2.2 above. 4.4 Demonstrated theoretical and working knowledge and applied experience in organizational dynamics, and organizational development. 4.4.1 Principal instructors shall possess a Master's degree from an accredited college or university in public administration, psychology, or organizational development, or with a major area of emphasis which directly relates to four or more of the topics set forth in paragraph 2.2 above. A Baccalaureate degree in a related field plus five years of teaching experience in two or more of the following areas can substituted for a masters degree. Related fields include business, sociology, psychology, or public affairs. 4.4.2 Assistant instructors shall possess demonstrated experience in facilitating significant change in organizations. 5.0 Contractors Administrative Requirements for sessions not in Huntsville 5.1 The contractor shall arrive at the class site the day before the instruction starts to perform pre-course administrative requirements. 5.1.1 Verify proper classroom set-up and material distribution. Students shall not receive extra copies of the manual or supporting materials. 5.2 Administer student registration. 5.2.1 Each student is required to complete the government-furnished registration form. The contractor shall ensure all necessary information is entered on the form. 5.2.2 The government shall provide a pre-course roster of students expected to attend. This roster may be incomplete or otherwise inaccurate. At the beginning of the class the contractor shall circulate the roster among the students for verification. Students are to confirm that they are present as indicated on the form or, if their names are not on the roster, add their names and organizations in a blank space provided on the form. The contractor shall cross off names of any students whose names are on the form but who are not in attendance. Students in attendance are to ensure that the name on the roster is as they want it to appear on the course-completion certificate. The contractor shall then fax the updated form to the Course Manager (the government shall provide that fax number). 5.3 Sign training forms. 5.3.1 Some students may need to take a signed training form, typically a SF- 182, back to his/her organization. On the last day of the class the principal instructor shall sign a copy of the form as completed and give it back to the student. 5.4 Prepare certificates of completion. In some instances the government shall have contracted with the hotel to type/print the names of students on the course-completion certificates. 5.4.1 In those instances the contractor shall have hotel personnel type/print the name of each student, as it appears on the updated roster, on a government-furnished certificate of completion. The principal instructor shall sign and date each certificate. 5.4.2 In other instances the government shall print names on certificates as they appear on the updated pre-course roster and have them delivered to the contractor before the last day of class. 5.6 Administer classroom management 5.6.1 The contractor shall ensure that all students are accounted for during class hours. If required, contractor shall counsel students regarding tardiness, inattentiveness, or lapses of courtesy during class activities. Repetitive offenders shall be brought to the attention of the government by calling 256-895-7450 or 256-895-7453 for instructions. 5.7 Administer the end-of-course evaluation. 5.7.1 Each student is required to complete a government-furnished end- of-course evaluation. The contractor shall ensure that all required student personnel information is entered on the evaluation form. The contractor shall return the original completed course evaluation forms to the USACE Learning Center. 5.8 Present certificates of completion. 5.8.1 The contractor shall present a certificate to each student meeting the completion requirements. 5.8.2 For completion of the course a student must attend a minimum of 80% of class time and must be present at the end of the class. Any absences must be excused absences. Typical examples of excused absences are illness and emergencies. Early departures for airline flights are not excused absences. A student's failure to comply with any of the above will result in the certificate being withheld and forwarded to the USACE Learning Center. When a certificate is withheld and forwarded to the USACE Learning Center, a brief explanation of the circumstances shall accompany it. If the contractor is unsure whether or not to issue a completion certificate, the principal instructor should call 256-895-7450 or 256-895-7453 for clarification. 5.9 Ensure the return of equipment and documents to the USACE Learning Center. 5.9.1 On the morning of the last day of class, schedule a pickup of equipment and other materials in accordance with the instructions provided. 5.9.2. After the session ends, pack equipment, registration forms, class rosters, signed training forms, completed evaluation forms, and surplus manuals and other instructional materials. Affix a return address label (provided) to each box. Failure to return excess material may result in payment being withheld. 5.9.3 Inform the hotel POC of the time of the scheduled pickup, and give that POC the waybill (provided). 6.0 Government Furnished Materials and Equipment 6.1 The government will provide background information on course concepts. 6.2 The government will provide adequate classroom space to accommodate students, instructors, and presentation materials. 6.3 The government will provide PROSPECT registration forms evaluation forms, and certificates. 6.4 The government will reproduce/duplicate instructional materials for each participant and have those materials delivered to the session site. 6.5 The government will provide such audio-visual equipment (laptop, in-focus projector, etc.), as may be determined at the post-award meeting to be needed. 6.6 Materials about Good to Great (per Jim Collins) 6.7 Information about Army Transformation

The U.S. Postal Service knows when to hold 'em.
Express Mail packages can be held at Post Offices for pickup, giving customers both the peace of mind of secure delivery and the convenience of picking up their packages when it best fits their schedules. And now, customers can choose Express Mail Hold For Pickup service through Click-N-Ship(R) on usps.com.
Hold For Pickup, previously available for Express Mail purchased at Post Offices(TM) and at Automated Postal Centers(R) (APCs), is now also available for online shippers. A Hold For Pickup package is shipped directly to a Post Office, instead of being left at the recipient's address. The package is then held at the Post Office until picked up anytime during office hours, at the time most convenient for the recipient.
"Hold For Pickup provides additional security for shippers who may not want expensive products or heavyweight goods left at home addresses," said Expedited Shipping Vice President Gary Reblin. "It's already popular with shippers who use the service at Post Offices and APCs, so we've added it to usps.com to give our customers another convenient option."
Reblin said Hold For Pickup also is popular with businesses sending critical repair parts for field technicians to pick up, with travelers who need to send documents and valuable items ahead to their destination, and with families sending care package to students away at school.
The sender selects Hold For Pickup when preparing an Express Mail shipment through Click-N-Ship, and identifies which of the 31,000 participating Post Offices nationwide should receive and hold the package for the recipient.
The day the package arrives at the Post Office, the customer receives a notice that it's ready for pickup. On the third day, a reminder notice is sent. If the item hasn't been picked up after five calendar days, it's returned to the sender at no extra cost and the customer is notified again. Notices are sent by e-mail or text message for customers who order Hold For Pickup online, or by automated phone message for customers who order at Post Offices or APCs.
