Chinese Regulator Targets Policy Disclaimer Risks in Guangxi - Zibb.com

GUANGXI, China, Nov 03, 2008 (A. M. Best via COMTEX) --

The Guangxi bureau of the China Insurance Regulatory Commission warned thatdomestic insurers should take precautions against risks arising from policy disclaimers in order to further develop business opportunities within the Guangxi Beibu Gulf economic zone.

The Guangxi bureau reviewed the nine-month business performance of the insurance sector in October and found that domestic insurers recorded rapid development in the first three quarters of this year and realized total premium income of 10.96 billion yuan (1.25 billion euros).

The total amount also reflected 44.05% growth from the same period of 2007 and 110% growth from the full year of 2007.

Yuan Xucheng, director of the Guangxi bureau of the CIRC, said that ?the increase was mainly attributed by the rapid economic growth in Guangxi Zhuang autonomous region and the further optimization of the development of the insurance sector.?

Yuan added, ?the change in the macro-economic situation has also led to a rapid development in the life insurance, while the policy-guided agricultural insurance has driven the growth of property insurance.?

Although the Guangxi Zhuang autonomous region has generated a positive insurance market performance in the first three quarters, Yuan raised concerns about problems in the region. Among them, market development in Guangxi was behind the performance of the whole country. Also, the western part of China under the Western Region Development Program, monthly performance of the region fluctuated widely, property insurers? operation effectiveness declined, and there was an increase in misleading sales and risks associated with policy disclaimers.

To motivate the growth in Guangxi?s insurance market, Yuan said insurers should introduce scientific management, seize opportunities arising from the economic development in the region and the business development in the Guangxi Beibu Gulf economic zone.

Insurers are also required to strengthen their risk management by paying close attention to the development of investment-related businesses and the impact of policy disclaimers on society, as well as strengthen their cash flows, improve their indemnity services, increase communications with the media and their market disciplines.

Yuan said insurers should review their businesses in 2008 and preview their upcoming business plans for the first quarter of 2009 in advance to prepare themselves for significant market fluctuations in the global financial environment.

To effectively take precautions against risks from policy disclaimer in Guangxi, Wu Dingfu, chairman of the CIRC, earlier said that a working team led by the CIRC?s principal leaders should be formed, while relevant policies should clearly state the standardization of policy disclaimer risks and their relevant risk management.

In addition, insurers are also required to report updated market information on a weekly and monthly basis. For material issues, insurers have to report to the regulator within 24 hours, said the CIRC.

Insurance associations from different provinces should monitor the market and strengthen their communications with domestic governments and departments in order to avoid policy disclaimer risks, added the CIRC.
