Polish Air Force to receive Hercules aircraft, to modernize, expand fleet - Zibb.com

The newest transport aircraft of the Polish Armed Forces. From top to bottom. M-28 Bryza: equipped empty weight 4.35 tonnes, maximum speed 350 km/h, range 1,230 km, number of passengers 18, load capacity 2 tonnes. CASA C-295M: equipped empty weight 21 tonnes, maximum speed 480 km/h, range 2,198 km, number of passengers 78, load capacity 9.25 tonnes.
The first American Hercules will land at the [military] airport in Powidz soon. Moreover, the Air Force wants to purchase aerial refueling tanker aircraft and trainer and attack aircraft.
Rzeczpospolita has found out what equipment the Air Force is planning to obtain in the near future.
In October, the first US transport aircraft C-130 Hercules will arrive in Poland. There will be five of them in total. The last aircraft will land at the military airport in Powidz in 2012. Presently, 50 Polish pilots and technicians, who will service the aircraft, are being trained in the United States.
Poland will receive the 40-year-old Hercules in the framework of the US assistance to the allies. The delivery was negotiated when the SLD [Democratic Left Alliance] government was in power. The main task of the aircraft will be to transport troops and equipment to, for example, military missions.
At present, the Air Force uses the Spanish CASA C-295M aircraft for this purpose, which have to be refueled if they fly to remote regions, for example to Afghanistan. Moreover, the aircraft are not suitable for the transportation of heavy equipment. "The Hercules aircraft have a much bigger loading capacity and a longer range than the CASA. This will help us to carry out mission tasks more efficiently," the spokesman for the Air Force, Colonel Wieslaw Grzegorzewski said.
The M-28 Bryza aircraft will also be deployed in Powidz, in the 14th Transport Aviation Squadron. The Air Force wants to order these light, two-engine transport aircraft from the Polish Aviation Factory in Mielec for an amount of about 600 million zloty [PLN]. It will use them to train pilots and to carry troops and military equipment.
The same squadron will have the so-called 'flying tankers' [aerial refueling tanker aircraft]. As we have learned, public procurement procedures to purchase two MRTT multi-role tanker/transport aircraft will be initiated in 2009. "We will be able to refuel our F-16 in the air with the help of these aircraft," Grzegorzewski said.
Next year, there will be another tender for a new trainer or trainer and attack aircraft for the Polish Air Force Academy located in Deblin. At the moment, the technical documentation is being prepared for the tender. According to the airmen's estimates, Deblin needs at least 12 such aircraft. The new aircraft will replace the outdated TS-11 Iskra. Another option is to modernize the Iskra aircraft with modern avionics and new ejector seats, which, according to the aviation experts, could be the most economical solution.
The experts are of the opinion that it is very important to have trainer aircraft, because the process of training pilots in Poland is not adequate. This would help create the most effective training system for pilots from all branches," aviation expert Tomasz Hypki said, who is also an editor of the monthly Skrzydlata Polska [Winged Poland].
Furthermore, the Polish Armed Forces are planning to modernize their Mig-29 aircraft, so that they can be used during the coming 20 years. In several years, the Su-22 will be phased out. It is not known yet what model of aircraft will replace them.
At the request from the Prime Minister's Office and the Defence Ministry, the Air Force has prepared an analysis on what aircraft the 36th Special Air Transport Regiment needs. The aircraft in question are those that would be used to carry important state officials.
Rzeczpospolita was the first to write about this document several weeks ago. The airmen write that in order for the squadron to carry out the tasks effectively, Poland needs to purchase six new aircraft for VIP passengers. The airmen stress that the final decision will be taken by the governmental.
It is not guaranteed that there will be enough money in the budget for all these purchases. "The Air Force is traditionally the most technically sophisticated force. Thus, its financial needs are the highest if we calculate the expense per crewman. But it is important to ensure that this development is as steady as possible. It would not be good if because of one programme, for example exploitation of F-16 aircraft, other projects lost the funding," Hypki said.

New Haven Selects Preferred Developer for Coliseum Site - Zibb.com
NEW HAVEN, Conn., Sep 12, 2008 (BUSINESS WIRE) --
The City of New Haven is pleased to announce the selection of Northland Investment Corporation as the preferred developer for the former Coliseum site. The site is a 4.5-acre surface parking lot located on the southern end of the Ninth Square neighborhood in downtown New Haven which is bounded by North Frontage Road, State Street, George Street, and South Orange Street. The City will enter into negotiations with this developer for the period of time necessary to reach a formal understanding regarding the project and its terms.
The City received six responses to the Request for Qualifications that was publicized earlier this year. The responses came from high quality developer-driven teams seeking the opportunity to transform the former Coliseum site into an active, vibrant and urban downtown streetscape. The City formed a Review Committee, made up of seven active members of the local community, to review each proposal, evaluate the proposal based on review criteria, conduct interviews, and develop a set of recommendations to the City. With these recommendations, the City conducted further due diligence and achieved its decision. Alderwoman Frances "Bitsie" Clark, Joan Channick (Managing Director of Long Wharf Theatre), Tony Rescigno (Executive Director of the Greater New Haven Chamber of Commerce), Don McGregor (then Chair of the Town Green Special Services District Board), Jorge Lopes (Chair of the New Haven Redevelopment Authority), Maricel Valcarcel (Ninth Square resident and City Plan Commission member), and Jonathan Koppell (Development Commission Chair) all contributed their time to serve on the Review Committee. "The Review Committee was a highly committed and active group, and we deeply appreciate the attention they gave to this project and the tough questions they asked to make sure that the best decision was made," said Kelly Murphy, Economic Development Administrator.
The selection of Northland focused on three main areas: 1) Northland's financial position is more secure particularly in the current financial market and thus provides confidence of the firm's ability to complete the project in its entirety, 2) Northland has historically made a commitment to working in secondary and tertiary markets in cities of similar size to that of New Haven and has a track record of holding on to its investments in those markets, 3) Northland has experience working in Connecticut where it has built strong relationships with many State departments and elected officials and staff which strengthens their ability to move this project forward.
Another important aspect of the project that was considered during the selection process was the consideration of Long Wharf Theatre as an important component of the development. Northland is committed to working with the Theatre to integrate it into the larger development project.

"Being housed in this location will better position the Theatre in the heart of Downtown, an environment where arts are thriving and visitors can enjoy not only a great show but world-class dining and shopping in the same visit."
The development of the former Coliseum site will extend the vitality of the Ninth square neighborhood to this section of downtown adjacent to Union Station, bringing 24/7 activity and providing many new local amenities.
"Northland's exciting ideas and designs for this site and the investment they are prepared to make to achieve this project demonstrate the strength and vitality of our Downtown," said Mayor John DeStefano, Jr. "We look forward to the new jobs that this project will provide not only during the construction phase but also in the form of retail and office opportunities. The housing options planned for this development are in line with the City's mixed-income model that provides for strong neighborhoods and an improved sense of community."
Northland's original submission included more than one million square feet of new development on the former Coliseum site including the Theatre, housing, commercial office use, ground floor retail, and parking. The housing is proposed to be a combination of market and affordable units, as well as a mix of rental and home ownership. Northland, the City, and Long Wharf Theatre are working together to refine the design and ensure that the project meets the needs of the immediate neighborhood. Northland, working with the City, plans to seek input from the public as it refines and finalizes the design.

Over the next 120 days, the City will be working with the developer to reach a final agreement on the project components. These components will be worked into a land transfer agreement and a Development Agreement to follow the standard City approval processes.

Kriva Palanka, October 13 (MIA) - Vice Prime Minister in charge of European affairs and national IPA (Instrument for Pre-Accession Assistance) Coordinator Ivica Bocevski and EU Ambassador Erwan Fouere signed on Monday [ 13 October] in Kriva Palanka the Bulgaria-Macedonia Financial Agreement within the IPA Cross-Border Cooperation Programme.
The signing ceremony was also attended by Macedonian Minister of Local Self-Government Musa Xhaferi, Bulgaria's Deputy Minister for Regional Development and Public Affairs Iskra Mikhaylova, Bulgarian Ambassador to Skopje Mikho Mikhov, Kriva Palanka Mayor Dragi Trajcevski, and several municipal mayors from northern and eastern Macedonia.
The signing of the Financial Agreement marks the start of IPA Cross-Border Cooperation Programme's implementation with Bulgaria by announcing bids for project proposals, which will allow successful applicants to be given grants for support of activities, such as improving the environment, cutting down unemployment, contributing to local economy, and stimulating infrastructure investments.
The agreement was formally exchanged at a ceremony that took place between the Macedonian-Bulgarian border at Deve Bair-Gyueshevo border.
This agreement is the first step towards reshaping this border. Thus, in due time on the border there will be two signs - 12 European stars under which Republic of Macedonia will be written and 12 European stars under which Republic of Bulgaria will be written, stated Bocevski.
According to EU Ambassador Fouere, this was an important event that heralded a firm future for cooperation between the two neighbouring countries.
The European Commission adopted the Bulgaria-Macedonia IPA Cross-Border Cooperation Programme on Dec. 14 2007. Its priorities are economic development and social cohesion, boost of the living standard and technical assistance, whereas its aims at stimulating sustainable economic growth, promoting social cohesion, and developing further activities and quality of life in the cross-border area.
IPA's Cross-Border Cooperation Programme will function on both sides of the border based on set of rules in line with a single management structure in order only joint projects of mutual interest to be financed.
Prior to signing the agreement, Vice PM Bocevski held a separate meeting with Deputy Minister Mikhaylova.
