DoD Announces 2008 Service-Disabled Veteran-Owned Small Business Awards
The Department of Defense today will honor several small businesses, defense prime contractors, and DoD acquisition professionals, who have all contributed to the Service-Disabled Veteran-Owned Small Business Program during Fiscal Year 2007.
The awards will be presented by Deputy Secretary of Defense Gordon England, Deputy Undersecretary of Defense for Acquisition & Technology James I. Finley, and Director of Defense Department Small Business Programs Anthony Martoccia, in a ceremony in the Pentagon Conference Center today at 4 p.m. EST.
The Service-Disabled Veteran-Owned Small Business Program is a federal program that was established in 1999 under Public Law 106-50, to foster career opportunities to disabled servicemembers. Among other initiatives, this important program sets a three-percent annual goal for all federal prime contracting and subcontracting.

CONTRACTS
ARMY
DynCorp International, Forth Worth, Texas, was awarded on Nov. 12, 2008, a $11,178,448 firm fixed fee contract. DynCorp International LLC shall assist the Kuwait Air Force in achieving its aircraft operational rate of 75 precent through the implementation of a Maintenance Augmentation Team (MAT). The MAT members will be selected by the contractor based upon their technical qualifications and their suitability for effectively working in an overseas assignment to Kuwait. Work will be performed in Kuwait, with an estimated completion date of Dec. 31, 2011. One bid was solicited and one bid was received. U.S. Army & Aviation Command, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-09-C-0060).
AIR FORCE
Design Net Engineering, Lakewood Colo., is being awarded a cost plus fixed fee contract for $10,712,284. This action will systematically look at each of the spacecraft subsystems and technology development in plug-and-play compatibility and utility, as well as improving robustness to radiation. At this time $100,000 has been obligated. Det 8 AFRL/RVKS, Kirtland Air Force Base, N.M., is the contracting activity (FA9453-09-C-0312).
Raytheon Co., McKinney, Texas, is being awarded a firm fixed price contract not to exceed $8,068,000. This action will provide 4 Multi-Spectral Targeting Systems Model B (MTS-B), whole spares and containers to support GWOT requirements for the Predator/Reaper Program. At this time $1,315,084 has been obligated. 703rd Aeronautical Systems Group, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-06-G-4041).
Libration Systems Management, Albuquerque, N.M., is being awarded a cost plus fixed fee contract for $6,334,438. This action will advance the state of the air in critical bus components in design, and integration and test of operationally responsive space. At this time $150,000 has been obligated. Det 8 AFRL/RVKS, Kirtland N.M., is the contracting activity (FA9453-09-C-0311).
The Air Force is modifying a firm fixed price and time and material contract with Hawker Beechcraft Corp., Wichita, Kan., for $5,789,000. This action will exercise an option for services to include Program Office Support, sustaining engineering, data updates, material and other direct costs. At this time no funds have been obligated. 727th ACSG/PKA, Tinker Air Force Base, Okla., is the contracting activity (F33657-99-C-0017, Modification P00086).

Navy Announces Preference To Homeport Aircraft Carrier In Mayport
As part of an environmental impact statement (EIS), the Navy announced today its "preferred alternative" is to homeport a single nuclear powered aircraft carrier (CVN) at Naval Station (NAVSTA) Mayport, Fla.
The EIS examined potential consequences of constructing and operating facilities and infrastructure associated with homeporting additional surface ships at NAVSTA Mayport. The EIS evaluated resources in the Mayport area that may be affected by the proposed action, such as air and water quality, biological resources, marine mammals and threatened or endangered species, land use, cultural resources, and socioeconomics. The EIS also accounted for cumulative impacts from other activities in the Mayport area.
After consultation with the public, key individuals and numerous organizations, the Navy considered 275 official comments while assessing 13 EIS alternatives. Ultimately, the Navy concluded that homeporting a CVN at NAVSTA Mayport would increase operational readiness while affording the necessary environmental protections.
The last Navy aircraft carrier to be homeported in Mayport was the conventionally powered USS John F. Kennedy (CV 67), which was decommissioned in 2007.
The Navy's preferred alternative involves homeporting one CVN and associated infrastructure modifications. These include dredging, infrastructure and wharf improvements, and construction of CVN nuclear propulsion plant maintenance facilities. Homeporting a CVN at NAVSTA Mayport reduces risk to fleet resources in the event of a natural disaster, manmade calamity, or attack by foreign nations or terrorists. This includes risks to aircraft carriers, industrial support facilities, and the people that operate and maintain these crucial assets.
A Notice of Availability for the Final Environmental Impact Statement will be published to the Federal Register Friday, November 21. The Record of Decision is expected in late December.
