The ad rate is reallly hard to nail down on just a broad estimate. It all depends on your costs, the local market, etc. Your ad rate should be based on what it costs you to publish the magazine, and a percentage of profit.

I am in charge of a computer lab that is housed in the Media Center, a wireless cart that goes out to classrooms, and multimedia and projector carts, as well as being the first contact for technology issues in the classrooms of my school.

New Media Specialist, New Rules for School - TeacherLibrarianNetwork
I am presently a teacher, but I will be the media specialist at our elementary school next year. The current media specialist has been there for 20+ years, and the guidelines we have all followed are pretty stiff and unwelcoming.
